American Indian Affairs
Since 1988, I have been extensively involved in American Indian law, policy and governance. I have provided national and regional training and technical assistance to Indian tribes and Alaska natives. Provided grants and contract acquisition and management assistance to tribes in 38 states. Drafted several tribal law codes and constitutions. Substantial expertise in governance problems in Indian Country. ANA Field Representative (1990); ANA Project Manager (1991-92 & 1995 Area I).

Grants and Contract Policy
Have expert knowledge and substantial experience with major Federal grants and contract policies. Grants policy and management
expertise includes A-110, A-122, A-102 and Common Rule, A-87, A-128, A-133 and key grant financial and program reporting
requirements. Contract policy and management expertise includes the FAR and many FAR Supplements, small purchases, negotiated
contracting, solicitation analysis, proposal development and coordination and government contract law. Author of several training
texts covering grants and contract management.

Grant Operations
From 1986 to 1988 I designed and directed the implementation of a competitive discretionary education grant program for a small temporary Federal agency. The range of tasks included drafting of program regulations and the application package, writing a grant operations manual covering receipt, evaluation and award of funding; directing the design of a program dbase III software to automate grant receipt, evaluation and award decisions; designed grant write-up procedures, award documents and contracted with another Federal agency to manage post-award aspects of funding.

Grants Management and Fundraising
Graduate of the highly regarded GRANTSMANSHIP CENTER. Successfully funded 30 of 40 grant proposals worth more than 25 million dollars. Expert in all forms of funding research. Fifteen years professional experience in grants acquisition, grants management, compliance review, and performance investigations and audit management. Expert knowledge of grant law and regulatory policies.

Procurement
Served as a consultant on Federal contracts and grants to the Bicentennial Commission on the U.S. Constitution. Prepared several procurement packages for larger procurements. Drafted several contract memos, sole source justifications and provided regulatory assistance to Commission’s Office of General Counsel. Wrote several solicitation responses to procurements for private firms. Former Director of research for large procurement training organization. Trained to Level II Warrant standards for Federal Procurement (14 courses; 40 hours each course). Drafted portions of the U.S. Postal Service Procurement Regulation and training materials. Advised several private sector firms on pre-award and post award procurement problems.

Regulations & Legislation
Managed four rule-makings for the Commission on the Bicentennial of the U.S. Constitution. Wrote regulations and prepared all clearance documents for two grant rules, one FOIA rule and a detailed grant program announcement. Edited and revised grant program announcement for grants under the Native American Programs Act of 1992. Directed a lobby campaign to attach a value engineering amendment to the FY-1989 Defense Appropriations Act on behalf of the Society of American Value Engineers.

Teaching Experience
Five years teaching experience as an adjunct professor of law and public administration for Washington area universities. Taught administrative advocacy, grant law, municipal law, law and society, legal research and grant program management. Wrote several training manuals for course instruction in grants, contracts and American Indian Law. Wrote a curriculum for teaching Federal contracting.

Seminar Promotion and Management
Successfully managed and promoted several regional and national training seminars for Educational Services Institute, the national Contract Management Association, Dun & Bradstreet Corporation, the Department of Labor, the Administration for native Americans, the Catawba Indian Nation and the Falmouth Institute.
